How can I stream from desktop PC which is upstairs to my non-smart TV in the lounge. My router is a Netgear dg834g v2. Connection via Wireless or cable via power adapters or whatever.

You could use a Netgear Push2TV wireless streaming device to get the screen of the computer to show on the TV in your lounge. This would emulate a monitor, so everything that is seen on the computer screen would be shown on the TV. If you would like to stream videos, music, and photos, you could use a multitude of devices. This would include android stick devices, such as a Favi Stick [which has Plex media server pre-installed] or an MK802. Netgear also makes a basic streaming device called NeoTV. There are Roku devices that work decently, but what it really boils down to is what exactly do you wish to stream and how simple the setup you wish to have.

It will depend on the inputs your non-smart TV has. RF, composite video, component, S-Video, DVI, HDMI? To suggest a device I really need to know the available input, but most likely you would be able to solve your issue using one of the Roku streaming players.

The obvious solution for streaming is to use ChromeCast, which is a little adapter Google sell. It plugs into your TVs HDMI input [so obviously your TV must have that option] and connects to computers and mobile devices over the wireless network. You need to install a little piece of software on the computer and this will allow you to redirect your browser and many other programs to the TV screen.
As for network speed, tour router is a bit old and only supports the 802.11g WiFi standard, which may be too slow, particularly given the location of your PC. If the router is near the TV, get two PowerLine adapters [200av or faster], connect the router to one and your PC to the other. This will speed up the connection between these two items and the "last hop" from the router to the ChromeCast will hopefully be fast enough.

That's unfortunate [at least for this purpose]. You canget PowerLine WiFi access points [effectively a range extender], but by the time you've paid for it and set it up, I'm not sure the ChromeCast would look like such an attractive proposition...
