I cannot get it to work, i have tried everything everyone has said on other threads, could it be that i dont have an amazing graphics card?

I've been getting this on Windows 8.1, I'll be happily driving along, then it crashes saying it has stopped working. Definitely not a graphics card problem for me.

Hi SaltyHashBrowns, It could be many thing but you can attempt to find out if its your graphics card at //systemrequirementslab.com/cyri just enter in the game in this case GTA 4 and when java trys to run it hit "always run on this site" or something like this if you need more help please let me know :]
Hey TribalSpaceUnicorn, it says I just barely pass with minimum requirements, so it's not the graphics card. If you could maybe help me find out the problem, it would be a great help!! Thanks for sending me the link :]
Gta IV stopped working. Crash at startup.
Well, I bought the game as soon as the steam sale started, tried to start the game. It crashed, I tried EVERY SINGLE fix I found on the internet and it didn't work. I downloaded Windows Live, Created an account on Xbox, Created a document file "commandline" , wrote down every command possible Tried to downgrade to 1.0.7 Added DEP exception on GTA IV encoder, browser and on LaunchGTAIV If anyone can help me please, I would be grateful Intel Core I3, 4gb ram GTX 750 ti heeeeeeelp
