With youtube playlists everytime I click the shuffle option and then the video ends, the shuffle option keeps turning off and the playlist wont shuffle. The shuffle has always been broken and playing only limited number of songs. If it happens to play the last song, it leaves the shuffle mode, even if this last song is played first. Today there was a new record - shuffle started looping only in 4 songs. I am a developer myself and this very probably would get a few hours to fix.
